For most US businesses, text messaging is the default channel and WhatsApp is the second one you add for the customers who already live in it. Automate text messages for reminders, confirmations and fast replies to new inquiries. Add WhatsApp workflow automation when a real share of your customers ask for it, or when you need images, documents and reply buttons in the thread.
Who you reach on each channel
Reach decides the default. Pew Research Center's latest survey of US adults found WhatsApp in use by about a quarter of them. Text messaging works on every cell phone without an app, which is why appointment reminders and delivery notices in the US are still mostly sent by text.

That average hides big differences between customer groups. A real estate team selling to international buyers, or a consultancy with clients abroad, may find most of its best customers prefer WhatsApp. Ask your customers, or look at which channel they reply on, before you decide.
What each channel is good at
| Text message (SMS) | ||
|---|---|---|
| Reaches | Any cell phone, no app needed | People who have the app installed |
| Best for | Reminders, confirmations, quick replies | Rich threads with images, documents and buttons |
| Permission | Consent rules under the TCPA; carrier expectations under the CTIA principles | Opt-in required by the WhatsApp Business Messaging Policy |
| Registration | 10DLC brand and campaign registration for business texting on local numbers | A verified business account and approved message templates |
| Free-form replies | Any time, within consent and quiet-hour rules | Inside a 24-hour window after the customer last wrote |
The 24-hour window is the detail that surprises most teams. On WhatsApp you can reply freely while the customer is talking to you. Once 24 hours pass without a message from them, you can only start a conversation with a pre-approved template.
The US rules for business text messages
Texting is regulated, and the rules are older than most messaging apps. Three of them shape every automated text you send.
- Consent. The FCC's rules under the Telephone Consumer Protection Act require prior express written consent before you send marketing texts with automated technology. Put clear consent wording next to the phone field on every form.
- Opting out. When someone asks you to stop, you must honor it within a reasonable time, no later than ten business days under the current rule. Every major platform treats a reply such as STOP as that request.
- Registration. US carriers expect businesses that text from ordinary 10-digit numbers to register their brand and each messaging campaign through The Campaign Registry, under the 10DLC framework. Unregistered traffic is filtered or blocked.
The CTIA's Messaging Principles and Best Practices add the carriers' expectations on top: say who you are, say how often you will text, and make opting out easy. The FCC also updated its consent revocation rules in a final rule that takes effect on November 25, 2026, which our post on speed to lead and text message consent covers. This is general information, not legal advice.
What each channel costs
Both channels are billed as used on the levelpartner.ai platform, in euro, with no minimum. These are the published US rates.
| Item | Text message | |
|---|---|---|
| Monthly fee | None beyond the number (from €1.53 a month) | €30.00 a month for the WhatsApp Business connection |
| Per message | €0.010 per text segment sent | From €0.0048 per utility or service message, €0.035 per marketing message |
| One-off setup | US texting registration: €29.99 low volume or €85.32 high volume | None on our side |
| While a campaign runs | €14.00 a month for a standard campaign, €2.80 for a sole proprietor | None on our side |
WhatsApp has its own billing rules from the network itself, including the 24-hour window and message categories, linked in the sources.
The brokerage sends 2,000 appointment reminders a month. As one-segment texts that is 2,000 × €0.010 = €20 a month in sending, plus the registration and campaign fees above. Sent on WhatsApp as utility messages it is 2,000 × €0.0048 = €9.60 a month, plus the €30.00 connection, and it reaches only the customers who use WhatsApp. For most US teams the text route reaches more people for a similar cost. WhatsApp earns its place when customers ask for it or when the reminder needs a document attached. These are illustrative figures; use your own volumes.
When to add WhatsApp workflow automation
Add WhatsApp when one of these is true:
- A visible share of customers reply on WhatsApp or ask for it.
- The message needs a document, an image or reply buttons, such as a rate sheet, a floor plan or a booking choice.
- You sell to customers abroad who expect it.
Then build the same journey on both channels. The customer picks one, and the workflow sends the next message on the channel they last used. The new WhatsApp template builder makes the templates easier to keep in step: it shows a phone preview while you edit and lets one approved template carry a different file for each contact, as the changelog entry on the WhatsApp template builder explains.
What this means for your team
Do not choose a channel for your customers. Default to text, register it properly, and add WhatsApp for the people who prefer it. Keep both in one unified inbox so a salesperson sees the whole thread, whichever channel it came in on.
The setup is short once the consent wording and the 10DLC registration are in place. Our SMS and WhatsApp feature page shows how the two channels sit on one contact record, and the help article on business text messaging walks through the everyday use.
